  • 5 Apr 2017 in National Assembly: Hon. Temporary Deputy Chairman, this is just a clarification. It actually fortifies it. It is a wrong analogy even by the Leader of the Majority Party. The quality of service parameters is actually tested daily by all the service providers. All what we are saying is that they should make this report public. That is it. It does not change any timelines, whatsoever, and it is not an exercise. All networks are there for business. So, every day, they have to ensure there is adequate coverage at Parliament for purposes of optimising how much money they make. What we are ... view

  • 28 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to contribute to the Budget. From the outset, I congratulate the Parliamentary Budget Office (PBO), ably led by Mrs. Makau. They have done a tremendous job in keeping and interpreting the law as it ought to be. The bigger challenge we have experienced since the passage of the Constitution and, indeed, coming into this House in 2013, is to know where the lines are drawn between the National Treasury and Parliament in terms of who is in charge of the budget-making. There is absolutely no doubt that the force of this ... view
  • 28 Mar 2017 in National Assembly: Into the Budget, I must commend a lot of the stances that we have taken, but we need to also focus on how to get innovative as a nation within our Civil Service and our populace. This is a challenge I have posed to several governors that in the event they are pushed to the wall and we have to have a balanced Budget where we have to budget only what we actually produce, what is the future of devolution? Will it be swamped with only recurrent expenditures and nothing for development? That is a challenge that needs to be ... view
  • 28 Mar 2017 in National Assembly: an independent arbiter by listening to presentations by the arms of the Government and advising on the ceilings for each of them. They should independently look at things and realise that the biggest opportunity for our country does not lie in mining, but rather in sports because we dominate sports globally. However, how much do we get out of the sporting industry in terms of levies from sporting tourism? Everybody will be crying for programmes, but which programmes are giving value to our money? We are missing big opportunities arising from diaspora remittances. Countries like the Philippines, Pakistan and India ... view
  • 31 Jan 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for this opportunity to contribute to this extremely important Bill. This will be a landmark measure of one of the achievements of the 11th Parliament, having finally recognised the role of hydrologists. As we say, water is life. Structuring and recognising hydrologists as professionals in this country is 53 years overdue. Water remains a key component not just for the survival of a nation but survival of humanity. When you project in the next five years, our population is likely to hit the regions of 60 million people. We are already experiencing adverse effects within ... view
  • 31 Jan 2017 in National Assembly: Hon. Deputy Speaker, Kenya has remained blessed and indeed we have been at the forefront of discovering the great sources like in Turkana of the largest aquifer in the world. To date, it is a discovery we made two or three years ago, and yet we have not made significant strides in terms of mapping it and how we are going to harness it so that our Arid and Semi-Arid Lands (ASAL) can have hope that mitigation efforts towards drought will be implemented. We know that a country’s sustainability and indeed its security relies on food security. If we do ... view
  • 31 Jan 2017 in National Assembly: burden in the long-term and ensuring truly the ethos of our national anthem which say, “may plenty be found within our borders.” Thank you, Hon. Deputy Speaker for this opportunity to contribute. view
  • 16 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I will move straight to the point. I thank Hon. Isaac Mwaura for coming up with this Motion. I will be brief. I think the major beneficiaries of innovation in this nation are the private sector people because the Government’s role is that of an enabler. As the corporate Kenya has special funds earmarked for corporate social responsibility, I urge the corporate sector out there to set aside a portion of their money to boost innovations. That is because that industry runs in hundreds of billions. It will not hurt but it will boost ... view
