  • 25 Jun 2008 in National Assembly: Okay, thank you, Mr. Deputy Speaker, Sir. The first group of teachers sat for the Adult Education Teachers Certificate Course Examination in 1991. The Director of Personnel Management thereafter released a scheme of service for adult education teachers, which was effected in 1991. (b) While it is not true that adult education teachers were stagnated on one job group for over 20 years, it is true that implementation of their scheme of service was delayed due to movement of the Department in 1979 and 2003, respectively. In 1999, the Department of Adult Education was moved to the Ministry of Labour ... view
  • 25 Jun 2008 in National Assembly: Mr. Deputy Speaker, Sir, to be very specific, already we are doing the restructuring. We have created a Directorate for Adult and Continuing Education. • 25 Jun 2008 in National Assembly: Mr. Deputy Speaker, Sir, with regard to budgetary allocation, I am not going to pre-empt debate. A time will come for that and we will interrogate the budgetary allocation. • 19 Jun 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. If I remember very well, the Minister could not proceed with this Question because the hon. Member wanted to look at the list before they could proceed. Could he look at the list first? view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, I beg to reply. The Ministry carried out an inspection of the school on 6th and 7th February, 2008. The inspection exercise established that the school owed its creditors Kshs12,500,881.50, some of which date back to the year 2005. Pending investigations, severe disciplinary action has been taken against the former Principal of Ruchu Girls Secondary School under whose administration the malpractices occurred. Thank you, Mr. Speaker, Sir. view
  • 18 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir. It is true that the Principal was transferred to another school. But as we speake now, the principal has been interdicted and I am going to lay the interdiction letter on the Table here and, at the same time, there is a preliminary report of the investigations that were done. In the meantime, proper auditing of the books of account of that school is going to be done and from that audit report, further action will be taken by the Ministry and the Board of Governors of the school. Mr. Speaker, Sir, I beg to ... view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, the interdiction letter relates to what happened in the school. So, that Principal was interdicted because of what happened in the school during her time as the head of the school. But, Mr. Speaker, Sir, with regard to interdictions of other Government officers, if there are allegations about the performance of any Government officer, the appropriate Ministry will take action. It does not apply to the Ministry of Education only. As far as I know, there have been similar cases where the affected officers have always been interdicted. After that, a proper and detailed auditing is done ... view
