We are approving what is going to be spent by this country for the whole financial year. I did not see anything for my district. Anyway, I want to congratulate the Minister and his Ministry for the project of hiring teachers. It is good. I have seen the number of vacancies that they have advertised. According to me, the first mood by hon. Members--- We are dealing with a special group in our society. We are dealing with a group that was born with disabilities. Several of them acquired disabilities in life either through sickness, carelessness of the society or violence. He has said that the Government is meeting the cost of books and quality assurance. But here, we are dealing with special children in our society. They are very expensive to teach. Since the Minister has said that he is not aware, let me inform him that on average, parents of children with special needs pay Kshs17,000 for tuition alone. It has now been brought to the House again. The Minister is out of the country and one Assistant Minister has gone for a funeral.
