Thank you, Mr. Chairman, Sir. I want to make a few comments in support of this Motion. I am impressed by some incentives that the Minister has given Kenyans who are using solar energy. That will boost education in rural areas without electricity. Schools in rural areas cannot make use of their laboratories effectively because of lack of electricity. They do not have the opportunity to use modern equipment like computers because of lack of electricity. The

However, I am not happy with the Minister on the issue of Value Added Tax (VAT). He has zero-rated VAT for a number of commodities. But I am not happy about sugar-cane. We have requested the Treasury to zero-rate VAT on sugar-cane quite a number of times. Sugar is an essential commodity. It is found in all our bodies. All animals and plants have sugar. asked the Minister of State for Special Programmes:- (a) whether he could enlist by nationality those who died and those who were injured during the bomb blast at the Embassy of the United States of America in Nairobi in 1998; and, (b) whether he could give a breakdown of how compensation for the deaths and injuries was done.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to support this Motion. To me, it was more of a political speech than a serious Budget Speech. Mr. Temporary Deputy Speaker, Sir, it is true that this country has realised some economic progress since the 2002 general elections. That is when the NARC Government came into power. Some projects that collapsed during the Moi regime have been revived. Today, Kenya Meat Commission (KMC), Kenya Co-operative Creameries (KCC) and a few irrigation schemes have been revived. Thank you, Mr. Deputy Speaker, Sir. Before I stopped contributing last week, I was supporting this Motion very strongly. I wish to continue doing so. Mr. Deputy Speaker, Sir, when districts are created and resources mobilised, all Government departments are supposed to be represented in the various new districts. A budget is supposed to be done for them every year. Mr. Temporary Deputy Speaker, Sir, I have a good example in my constituency. Miwani Location is gazetted under Nyando District. The chief, however, reports to Kisumu District. The budget meant for Miwani Location is supposed to be in Nyando District. So, if they report to Kisumu District, that means they "eat" all the money meant for another location. Those are things that need to be streamlined.
