  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, my Ministry and that of State for Immigration and Registration of Persons have discussed this matter. It has been agreed that the matter ought to be handled properly and facilitated so that Kenyans do not have unnecessary problems in getting this necessary document which they are entitled to. view
  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, the issue of personnel for registration does not belong to my Ministry. However, as I have indicated, we have liaised with the relevant Ministry to ensure that this process is done smoothly. Unfortunately, it is the numbers which is causing the problems. Also, when the parents are given a break, they sit back. They do not go to push for these documents. They only rush to obtain the birth certificates when they are required for registration of the candidates. view
  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, that is a special case which I think can be given consideration. The Ministry will look into that issue. view
  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, until the Minister of State for Immigration and Registration of Persons allows head teachers to be registrars, they cannot do that job. This is because that job belongs to the other Ministry. view
  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, that will be handled that time when we shall have taken stock of the information that we have about our candidates. view
  • 30 Mar 2011 in National Assembly: Mr. Speaker, Sir, I assure hon. Members that no candidate will be turned away from the registration of examinations. view
  • 23 Mar 2011 in National Assembly: On a point of information, Mr. Speaker, Sir. view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to support the Motion on the Floor. When the President was giving his Address yesterday he reminded this nation of the work this Parliament has done. We have passed so many Bills. Parliament has been legislating all along. However, when you listen to the civil society, read what is in the media, they keep on accusing Parliament of not performing. Let them tell us which Bills are pending in this House. Do we have a backlog of work that is already on the table for us to do? When I was at the ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am just reminding ourselves of what is in the HANSARD and other records. We are not discussing anybody, but these are in the records of this House. So many of us supported The Hague, and today we are saying, “Ooh, we are being taken to The Hague. Someone is against us. They want to take us to The Hague”. Let us not change our goal posts. Let us be faithful leaders of this country. What you have said you must stand by it. The position you have taken, let it be the real position ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we should implement the Constitution to the letter. We should have good political goodwill which must come from the two Principals. They should consult. I will remind them of what happened last month. If they do not consult, things will not work out. This Parliament is not a rubberstamp. It will not just pass things that are pushed here if they do not consult well and if Parliament feels that whatever is being brought here is not good for this country. We shall return whatever they will not have agreed on back to them. For ... view
