• 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my Ministry deals with Early Childhood Education, Primary Schools, Secondary Schools, teachers and TTCs. That is basic education. We do not deal with universities and colleges. So the Question should be transferred to the Ministry of Higher Education, Science and Technology. view

(a) A total of 167 primary and secondary school teachers left the Service through natural attrition between 1st January, 2005 and 30th June, 2010 as per the list that I am going to table here. (b) A total of 891 primary and secondary school teachers were employed and posted to Kilifi District which includes Bahari Constituency from 2005 to 2010 as in the list here. view

• 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The newly established Katangi Special School is not registered and, therefore, cannot benefit from FPE funding. Nevertheless, the school is receiving Annual Special Needs Education Top-up Fund (ASNETF) of Kshs98,000. That translates to Kshs2,000 per pupil for specialized teaching and learning materials, through the parent school which is Katangi Primary School. (b) The Government will start funding the school after receiving the District Education Board minutes and registration certificate approving the establishment of the school. view
• 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, this is the second case in two days. We have received misleading information that a school has not been registered. Yesterday, we had one case from hon. Ethuro. I have confirmed this morning that some of our officers do not care to check properly. I have given an order that action must be taken against them. However, hon. C. Kilonzo could do me a favour by giving me a copy of the registration certificate. It will help me. view
• 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I also want to support the Motion of Adjournment. Let me congratulate Kenyans for the great achievement. Kenyans have struggled for a new Constitution for over 20 years. Many people were imprisoned, detained and killed when they were crying for change. It is a great achievement and I wish to congratulate the Members of the Tenth Parliament because they went out and campaigned for or against it. • 1 Sep 2010 in National Assembly: I also wish to add my voice to what my colleagues have already said. The Ministry of Planning, National Development and Vision 2030 and the Ministry of Finance are taking too long to give us the CDF money. This is the time we should go and finalize the budgets, give them to management board of CDF so that the money is released to us to do the work. Members to go and put the Government officers on their toes as regards the implementation of Government projects, particularly the Economic Stimulus Programmes (ESPs). Some civil servants are not very straightforward as I have noticed in my constituency and so, it is now the time to go and ensure that some of those are doing a good job. view
