Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity. I rise to support the Committee on this Report. The Committee got it right that this regulation is not helping our boys and women who are coming up in the construction business. I remember very well that during our days, we used to have the National Construction Corporation which was so much mismanaged. They were not even helping. Hon. Temporary Deputy Speaker, I support the nullification because it does not help our artisans to come up. Those are young people who we want to help financially for them to grow. These fines will not help them. I agree with the Committee. However, I want the Committee to look further and ensure that the National Construction Authority builds capacity to help the artisans and those who are coming into this business to grow. With those few remarks, I support the Motion.

Thank you, Temporary Deputy Speaker, I rise to support the Bill and thank hon. (Ms) Odhiambo-Mabona for bringing it in the House. It is very important and it is timely for us to pass this Bill. I want to congratulate hon. (Ms.) Odhiambo-Mabona for bringing this Bill. But the administration of some of the Bills that we are bringing, like the police--- The police should be able to reform itself. We have heard that those victims can get lawyers. I do not know how they can get lawyers. I have not seen the lawyers intervening in those cases. Hon. Temporary Deputy Speaker, thank you for giving me this opportunity. I stand to support this Bill very strongly. Retirement benefits particularly for leaders who have been elected are very important. We know those who are working in the Civil Service and those who are in the private sector have professionals who look after them. But for elected leaders, I agree totally with this Bill and I support it. They should be paid retirement benefits.
