  • 16 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Our Standing Orders and the practice of this House say that once a Motion is approved by Mr. Speaker, and it goes to the House Business Committee and it is allocated time, it is too late for any Member to argue that it is improperly before this House. view
  • 16 May 2007 in National Assembly: The Speaker has approved the Motion. It has been allocated time for debate and we are in the middle of debating it. We must not try to look for ways of derailing a Motion which is properly before the House. view

  • 16 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Minister to mislead the House that, according to the Kenya Constitution, that responsibility is vested in the Executive! He is not telling the House the section of the Constitution he is referring to? view

  • 16 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is a little issue, but very vital point. You heard the Minister say that the Gazette Notice was brought to Parliament. He is referring to Section 9 which specifically says: "Copy of the Gazette Notice shall, without delay, be laid before the National Assembly." Could he tell us when the Attorney-General laid that Gazette Notice on the table of this House? view
  • 10 May 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Before the Minister can explain to this House as to whether stone buildings, double-storeyed, can be described as temporary or not - before he can do that - did you hear him say that hon. Members in this House are paid to come and ask Questions by contractors and that they are corrupt? Is that Parliamentary? Could the Minister withdraw and apologise or substantiate which hon. Members he is talking about? view
  • 3 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, when the Minister was answering a question a little while ago, he listed the companies that the Treasury invited and not the companies that wrote in response to the advertisement. Could the Minister, please, clarify that and also answer the question asked by Mr. Odoyo? view
  • 3 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am asking that through you! view
  • 3 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, can I also ask the question--- view
