Hon. Temporary Deputy Chairlady, I support what the Chairman of our Committee has said. It is quite clear what “controlled land” is. The amendment that the Member is proposing is contrary to the objectives we wanted to achieve with regard to controlled land.

Thank you. I support that amendment by the Committee Chair. If you look at “d”, that amendment is not giving the CS some excessive power to do anything. It is only giving the CS power to make regulations in terms of registrations and to prescribe regulations on the functions of registration of title. We have already agreed on the fundamental issues on how to register a title? That is a function of the national Government and it is just natural that when you are making regulations on how to effect that, it can only be made by the CS. So, ...
