Mr. Deputy Speaker, Sir, the process of reforestation that the country is engaging in is quite an expensive exercise, as the Prime Minister has indicated. While other countries have shown that they are willing to make a contribution, we also know that the beneficiaries of this reforestation programme include even other countries by way of carbon dioxide reduction. They have made arrangements at the international level, where they are able to actually participate in carbon reduction through reforestation. On a point of order, Mr. Deputy Speaker, Sir. In view of what the Minister has said; that he is not in a position to respond to the auxiliary aspects of that question, is it not proper that he is given time to actually respond sufficiently to the concerns by the Members? The matter is serious. We are talking about over 450 vehicles being imported into the country within a space of six months. We know they are having problems. Even the Kenya Revenue Authority (KRA) is holding some of these vehicles in Mombasa with a view to selling them. ...

Mr. Deputy Speaker, Sir, given that the Ministry came up with a very clear implementation framework, indicating the various roles of the various line Ministries as well as the local leadership, and providing for checks and balances, is the Minister aware that the implementation and monitoring framework has gradually been disregarded, particularly by line Ministries?
