  • 17 Jun 2009 in National Assembly: Madam Temporary Deputy Speaker, the Assistant Minister has failed to explain or give an account of how this vehicle, KBA 339, was released on tramped up charges. He has failed to give any explanation. That is the first point. Secondly, is it not law in this country that a vehicle carrying perishable goods should not actually be arrested until the products have been delivered effectively? view
  • 16 Jun 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do not wish to challenge your ruling, but it is also the case that the Ministry of Foreign Affairs has done some negotiations. I do not know whether they have signed some memorandum of understanding which I asked them to table. If the Attorney-General can do so, then, I have no problem. view
  • 16 Jun 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. On that score, I want to indicate that the Ministerial Statement has been pending since 6th of May, 2009. This is a long time. They have had more than adequate notice to respond. view
  • 16 Jun 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. First, I want to start by thanking the Deputy Prime Minister and Minister for Finance for the manner in which he presented this Budget, and the bold attempt that he has made, at least, to depart from the old traditional way of doing things. I also wish to acknowledge and accept the context that was set out by the Minister regarding the background upon which he presented the proposals. view
  • 16 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, for the first time, the Minister was very candid in explaining the economic crisis and the way it is affecting Kenya and the Kenyan economy. The world economy is in a crisis and that the world economic growth is expected, for a long time, to decline. That it is not only going to affect developed countries, but also the developing ones like Kenya. The proposals that the Deputy Prime Minister and Minister for Finance expounded reflected a bold attempt to address the challenges and problems we are confronted with as a country. It is true ... view
  • 16 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with regard to devolution of resources, I would like to join my colleagues in congratulating the Deputy Prime Minister and Minister for Finance for attempting, for the first time in many years, to ensure that extra efforts are made to ensure that these resources reach the grassroot. He pointed out the challenges that we have within the central allocation system. My colleagues have also touched on this issue. It is a problem which I have experienced directly in my role as a Member of Parliament. It has been stated quite clearly by others who have ... view
  • 10 Jun 2009 in National Assembly: Mr. Speaker, Sir, could the Minister confirm that the whole purpose for that arrangement is actually to avoid paying retirement package to those who are entitled to retire and, if that is not so, why is the Government failing to release the retirement package for those who are willing to leave at age 55 years? view
  • 10 Jun 2009 in National Assembly: Thank you, Mr. Speaker, Sir. Looking at the itinerary of the Prime Minister, it appears that there is more focus on relating with foreign institutions than local ones. My understanding of the core business of the Prime Minister is co-ordinating Government functions, including those relating to the Kazi kwa Vijana Programme. Is the Prime Minister allocating sufficient time to monitor what is going on, particularly, in the implementation of Government programmes? There is a very big gap between what the Government says it is doing and what is actually happening on the ground. view
  • 10 Jun 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. This Motion is clearly procedural. I beg to second. view
  • 9 Jun 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. view
