  • 25 Feb 2016 in National Assembly: Relations Act provides that the Intergovernmental Relations Technical Committee shall take over the residual functions of the transition entity established under the law relating to the transition to devolved government after dissolution of such entity. In this regard, once the TA is dissolved, the Intergovernmental Relations Technical Committee shall take over its residual functions. It is, therefore, the view of the CIOC that the term of the TA should not be extended and its residual function should be taken up by the Intergovernmental Relations Technical Committee upon expiry of its term. On behalf of the Committee, it is my pleasant ... view
  • 25 Feb 2016 in National Assembly: Hon. Temporary Deputy Speaker, this is just to reiterate what we said about the process of transition. We said that the Report is quite clear that the TA technical people had been seconded from the national Government. They are still available and their expertise is still available for use by the summit, if need be. There is already a meeting and an arrangement is being made between the two institutions. They are in a workshop so that they can identify who will be used where. The Chairperson of the Intergovernmental Technical Committee was a member of the TA. So, the ... view
  • 25 Feb 2016 in National Assembly: With regard to audit, it is also good just to allay some of these fears. There has already been audit of all the assets. There has also been physical verification. What is only remaining as far as the TA is concerned is valuation with a view to give value to those assets. We have it on record from the Cabinet Secretary and both levels that the Auditor-General is already seized of the inventory. He will be doing the normal audit for the national Government and the county governments. view
  • 23 Feb 2016 in National Assembly: Thank you, Hon. Speaker. I beg to lay the following Paper on the Table of the House today, 23rd February 2016:- The Report of the Constitutional Implementation Oversight Committee on consideration of extension of the term of the Transition Authority (TA). view
  • 23 Feb 2016 in National Assembly: Thank you, Hon. Speaker. I beg to give notice of the following Motion:- THAT, this House adopts the Report of the Constitutional Implementation Oversight Committee on consideration of extension of the term of the Transition Authority, laid on the Table of the House on Tuesday, 23rd February 2016. • 23 Feb 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wish to second the Motion as moved by the Chief Whip of the Majority Party and I support the Report by the President on the state of national security. As has been highlighted in summary, the President’s Report captures the threat faced by the country at the time this Report was prepared. The President making this Report to the country is a manifestation of a new system under the new Constitution. It brings to the public the challenges faced and the actions taken by the Government. It is true this country has suffered ... view
  • 23 Feb 2016 in National Assembly: More importantly is the Government’s approach to dealing with the challenges particularly the coordination of various Government initiatives, which the President’s Report has captured, as the new methods of dealing with these challenges including the implementation of police reforms. The reforms recognise that the new security problems require a re-energised and reformed police force to deal and cope with the new threats, some of which are completely unprecedented in the region. We are looking forward to seeing more of these reports to reflect the country’s progress in dealing with insecurity. However, it is apparently clear that some of the achievements ... view
  • 18 Feb 2016 in National Assembly: We were late in getting approval from the Speaker’s Office. We will table it on Tuesday next week. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, I rise to second the Motion. First, I would like to thank the Chairman of the Committee on Justice and Legal Affairs, Hon. Chepkong’a, for moving the Motion for adoption of Sessional Paper No.3 of 2014 on National Policy and Action Plan on Human Rights. As it has been outlined, the purpose of this national policy and action plan is basically to give effect to Chapter Four of the Constitution with regard to implementation of the Human Rights Charter. The policy itself is a result of a consultative process that brought on board the various stakeholders ... view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, the background to this is the realization that the Bill of Rights in the Constitution is a mandatory framework for all social, economic and cultural policies in this country. This should be the key driver for public policies, programmes and budgets; the implementation of which will lead to the maximum fulfillment of human rights amongst Kenyans. As the Chairman has already outlined, the process of developing this policy brought out the historical challenges that the country has experienced. It has also brought out challenges such as inequality, poverty, diseases and corruption. Therefore, it has sought to ... view
