Madam Temporary Chairlady, the main challenge is that I was moving an amendment by the Committee. As a matter of procedure, I ought to have been given precedence because I was moving an amendment that had been considered by many Members of a joint Committee of which Millie Odhiambo is one of them. One of the reasons that it failed is because she did not prosecute it. I want to be given an opportunity to move this amendment.
