16 Aug 2012 in National Assembly:
Mr. Speaker, Sir, I would want the Minister particularly to clarify what prompted the Prime Minister to write the letter that he wrote, and which apparently triggered the apparent fast-tracking of the process. Why, indeed, he has actually deemed it wrong merely because the process was fast-tracked? Why did he deem that to be a basis for stopping that contract and, more so, when actually all the due process and all the representatives of the due process appeared to have actually given the whole process a clean bill of health? It is particularly important for the Minister to also clarify ...

14 Aug 2012 in National Assembly:
On a point of order, Madam Temporary Deputy Speaker. It is possibly better that I also bring to the attention of the House the fact that the Committee on Justice and Legal Affairs as well as the Constitution Implementation Oversight Committee (CIOC) are already seized of this matter. We were due to actually present a report today but, owing to the nature of the matter, we are likely to do so on Thursday. I am not sure whether the Minister, by coming and making his own response to this, it will not been anticipating the report that the Committee is ...

7 Aug 2012 in National Assembly:
Mr. Speaker, Sir, I am surprised to hear the Assistant Minister say that the contractor did not abandon the road. The situation on the ground is that between Githunguri Town and Kwa Maiko Area, he had already actually extracted potholes with a view to filling them before he actually abandoned the works. That road is now in that state; completely unmotorable and causing a lot of problems. Would it possibly not be in order for the Assistant Minister to offer to visit the road, inspect and confirm that, that is the situation, rather than denying?

7 Aug 2012 in National Assembly:
On a point of order, Mr. Speaker, Sir. I appreciate the Assistant Minister’s confirmation that the road is already at the design stage. I also appreciate that he has allocated Kshs30 million for its maintenance this year. But the issue we are actually raising is that the contract had been awarded for Kshs49 million or so, to partially rehabilitate that road and make it motorable. The question that we are asking the Assistant Minister is: Was the work really done? The road was really not done. Could he confirm that those works were done and if not, we go and ...

7 Aug 2012 in National Assembly:
Mr. Speaker, Sir, I am requesting the Assistant Minister to indicate the date and the time when he is going to visit. I would want him to come and confirm whether some of those potholes had ever been filled.

1 Aug 2012 in National Assembly:
Mr. Speaker, Sir, I wish to draw the attention of the Minister to the fact that there are some IDPs in Kieni Forest here in Kiambu who, actually, have been involved even in tracing land. They have identified a piece of land somewhere in Laikipia, but the Government, for one reason or another, is unable to assist them to acquire it. They are over 800 families settled in a parcel of about six acres in really squalid conditions. What is the Government doing to ensure that they are helped to buy that land and assisted to resettle out of the ...

Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to also contribute to this Motion. I am also speaking as an hon. Member of the Budget Committee, as a matter of principle and as a matter of upholding the spirit of the Constitution, pursuant to which we have all actually sworn to uphold. It is, therefore, important to bring out quite clearly why we are opposing this Motion by the Minister.
