This is a Bill, which ordinarily, we would have expected to receive at the Committee on Justice and Legal Affairs. We have not had occasion to scrutinize it there. That is why we are not set to present ourselves on this Bill. We would, therefore, request that issues that affect the Committee on Justice and Legal Affairs be addressed expeditiously. We are willing to work and discharge our responsibility to the country. view

My understanding of the law is that the reason why the Mayor is not in office is because under the new Constitution, he has also lost qualification to continue being in office. So, in effect, there is a vacancy of the Office of the Mayor. It is not contemplated that he will resume office. Is it in order for the Assistant Minister to say that steps cannot be taken to replace the Mayor? view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my concern is that if these Kenyans have been held since February 2011, the Kenya Constitution is very clear on the rights of suspects; they are innocent until proved guilty. They are entitled to bail if there is no evidence. Why can the Government not demonstrate its protection of Kenyans in its dealings with the Ugandan Government? They should not be seen to condone what the Uganda Government is doing. It is violating all the clear provisions of our Constitution. view

Given that this is an incident where five Kenyans lost their lives, what does that show about the investigative capacity of our police? They could not even pick some leads, including following up on mobile phones and so on. How satisfactory is that situation where five people are murdered and the investigative mechanism of the Government is completely unable to find any trace of who did it? The criminals were left at large to commit similar crimes? view
  • 13 Apr 2011 in National Assembly: Mr. Temorary Deputy Speaker, Sir, the facts of these accidents speak for themselves that through the process of quarrying, the Ministry, as a regulatory agency, is actually allowing erection of death traps for Kenyans. The law is very clear in terms of sustainable management of the environment that he is supposed to continuously enforce this, to ensure that the deaths do not arise. It is the Ministry’s failure that is clearly responsible for this. view

Could he go and pursue the undertaking that he gave, just as he did with the certificate of good conduct so that, every region or constituency can be assured that their slots will be intact? That way, the process will not be convoluted by taking the wrong people with a view to removing them through vetting. view
