Mr. Deputy Speaker, Sir, I do not want to appear to repeat myself. I have indicated that the advances were purely to address the problems we were having within the sector. Yes, we have noticed that 12 months is a very short time. We have discussed with the organisation and they are reviewing that particular position. However, I am also saying that we are going to develop Phase II as a medium-term where these loans can be repaid within two to five years.

Mr. Deputy Speaker, Sir, I think the hon. Member is aware that, recently, we waived monies owed to co-operative societies. It is our responsibility, as a Ministry, to ensure that we look at some of those emergencies as they occur. Part of this money will address those emergencies so that farmers can be cushioned against some of the calamities that may occur.

Mr. Deputy Speaker, Sir, there are two things about that matter. One, as a matter of fact, STABEX is a sinking Fund now. However, we also have experiences that we learnt from STABEX. The problem is that this Fund is now--- As time goes on, we are going to expand the sources from which this Fund will derive its funding. (a) I wish to confirm that a consignment of tea weighing 30.84 tonnes worth Kshs3.4 million was collected from Kiamokama Tea Factory on 28th June, 2007, by Midland Emporium Limited, but never reached its destination. (b) I wish to confirm further that the vehicle registration No. KAT 660B ZC0696, that collected the tea was found in Bahati, Nakuru, abandoned and empty on 30th June, 2007. (c) The theft was reported to Nakuru Police Station by the transporter under OB No.79/30/7/07 and 48 paper sacks were recovered at Molo. Investigations are ongoing to ...

Mr. Deputy Speaker, Sir, I can assure the House that we have had several similar incidents. We have already directed the KTDA to ensure that it provides security for transit tea to the auction in Mombasa, so that these cases can be minimised.

Mr. Deputy Speaker, Sir, as the hon. Member knows, we instituted a task force to look into the problems and it has just completed its report. We have looked at the report and it is awaiting release. Some of the recommendations of that report are addressing the issues that the hon. Member has raised. Mr. Deputy Speaker, Sir, like I have pointed out, we are equally concerned that if you look at the litany of cases that have been reported, nobody has been apprehended to date. Mr. Deputy Speaker, Sir, I have just confirmed that we will make a follow-up to ensure that this claim is paid. It affects close to 16,000 farmers. It is in our interest, as a Ministry and as a Government, to ensure that the farmers are compensated promptly against this loss.
