  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, as constituency Members of Parliament, we have already given in to so many demands by the Women County Representatives. Therefore, from now, let us have a level playing ground for all of us. For this, we are not going to cede. Let us sit down and agree which person with disability we will give in the constituency. Therefore, I oppose hon. Midiwo’s amendment. view
  • 23 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I stand to support this Motion. If there is any Motion to support the Jubilee Government to fulfill its dreams of actualizing irrigation of one million acres of land, then it is this Motion. If there is any contributor to poverty in this country, then it is lack of water. A few months ago, every hon. Member was crying of flooding in their constituencies. A few months later, we are now crying that we do not have water, animal feeds and food. I think that successive governments in this country have failed to actualize ... view
  • 17 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I take this chance to thank the Chair of the Departmental Committee on Education, Research and Technology for having answered my request favourably. view
  • 17 Oct 2013 in National Assembly: I want to state that these counties are taking too long to initiate programmes, not bearing in mind that they are very key to spearheading this country on matters of education. They should fast-track the process so that we do not take a lot of time asking so many questions. Thank you. view

In any case, if there is anything wrong with these people, as it has been articulated, it is very wrong for us all to put a very blank blanket on all of them. I urge Members that if we want to expunge the names of some of these people from the Report, we can do so. We cannot be saying that everybody is wrong because of others. If we are to expunge two or ... view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, we know that there has been some research which has been done on some of them but not on all of them. view
  • 2 Oct 2013 in National Assembly: I urge those who are coming up with amendments to do so, but regarding what we are dealing with now, we have to come up with a decision. What are we telling our children? That a last person can be number one. The wrong thing has been done, because you cannot really say that somebody who was number 16 is the best. That is wrong and we cannot continue with it. If we say it is wrong, let us say no to it. view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, as long as I support the Government, I do not want to support an illegality and a wrong doing. view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Speaker, Sir. Pursuant to Standing Order 44(2)(c), I hereby request for a Statement from the Chairperson of the Departmental Committee on Education, Research and Technology regarding the illegal management of schools by the Board of Governors whose terms of office have expired. Hon. Speaker, the Education Act clearly states that the tenure of the Board of Governors should be three years. Most of the schools around the country are yet to appoint new board members. There has been an order from the Ministry which in essence aims at evading the process. In the Statement the Chairperson should ... view
