  • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, I am not misleading the House in any manner. Section 3 of the Act is very clear about the 2.5 per cent. The issue was raised here when we were trying to raise the percentage to go beyond over 2.5 per cent. It is quite obvious that Treasury has tied itself to a figure of 2.5 per cent. That was the basis on which I was able to say that in "particular years", basing on 2.5 per cent, the CDF got more money. That was the basis. view
  • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, I do not think that is a subject for lawyers only. It does not require the ability of lawyers. The minimum figure is 2.5 per cent, and that is what the Minister has been factoring into the Budget. Those Budgets are passed by this House. The figures for allocation have been based on the bare minimum, which is 2.5 per cent. view

I even have copies here. I gave the actual figures and the actual estimates. I also gave what the 2.5 per cent should have been. If Mr. Okemo was not in the House, I can table this response on the Table, or repeat what I said. view
  • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, again, I did answer that question. I said that in the particular year being quoted by Mr. C. Kilonzo, the 2.5 per cent actual collection was Kshs8.5 billion, but Treasury released Kshs10,038,000,000. I also said that in the year 2007/2008, the figure released had a shortfall, going by 2.5 per cent, of about Kshs1 billion.   • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, as far as I am concerned, the money is not with the Ministry. The money was released to the CDF management committee and I think they are going to release it. The last time I was answering a Question in this House, I undertook to this House that money was going to be released and it was. Now it is being released by the management committee. Hon. Members should check with them, because we all need to have the money in the constituency for work to go on . view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I do not think we have withdrawn the Report on the distribution. Despite having a methodology using the KIHBS, we have continued to use the statistics of 1999 on population. This is the answer I gave last week when Mr. Ombui asked a similar question. Until we do the KIHBS together with the national census, we will not get the right index. I, therefore, urge hon. Members to wait until 24th and 25th August, 2009, when the two surveys will be done jointly and we will get the right statistics. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I do not think anything was skewed. The research data remains very clear on how to assess poverty indices. The problem that arose is that the KIHBS was done seven years after the national population census. This is what led to the variances. We are hoping that if we do them simultaneously next year, we will be in a better position to give almost exact statistics. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I am not sure I got what Mr. Ethuro has asked. I, however, said that we are basing our statistics on the population census of 1999. What happened is that when the KIHBS was done, there were queries. When I answered a Question here last week, I said that for us to get the right statistics, we need to have the national population census and the KIHBS being done simultaneously. The economy started growing at a rate of 2 per cent, 3 per cent, 4 per cent and culminated with 7 per cent in 2007.
