  • 26 Oct 2006 in National Assembly: Mr. Speaker, Sir, I wish to second what the Minister has moved in terms of repealing certain licensing laws that have been there in the country. The spirit in which the repealing is being done is to make the business environment more friendly. We have had nearly 1,400 licences in this country and we are seeking to reduce the number of those licences to make this country competitive as compared to other developing countries, more so the neighbouring countries. I, therefore, appeal to the House to adopt these amendments. With those remarks, I beg to second. view

(a) I am aware that Government departmental heads in Garba-Tulla travel 120 kilometres to obtain services at Isiolo District Headquarters. (b) A sub-district treasury is opened by the Treasury on the advice of the Office of the President upon undertaking a thorough evaluation of a number of issues such as, the security situation, availability of banking facilities, the volume of transaction and availability of essential utilities. A sub-district treasury will be opened in Garba-Tulla once these pertinent issues have been addressed. view

I also appreciate the fact that 120 kilometres is a long distance but so far, there are only three Government departments in Garba-Tulla representing the Ministries of Health, Education, and the Office of the President. In order for us to take the first step, we have established a sub-district in Garba-Tulla. The next step is for the Office of the President to allow the other Ministry departments to operate from Garba-Tulla and then make the actual request for the Treasury to establish a sub-district treasury there. Member was conversant with the Banking Act, he would know that there are the necessary incentives given to banks to open branches in rural areas. For example, the cost of licence for banks to open branches in rural areas is cheaper than for urban centres. That in itself is an incentive. view

Since Mr. Bahari represents Garba-Tulla as well, I would help him access the Office of the President, so that he can request them to request us to open a treasury at Garba- Tulla Sub-District. view

(a) The dependants of the late Agustina Oripa have not been paid their pension benefits because they have failed to forward bank details which will enable the Pensions Department to make the payments. (b) The said dependant's pension will be paid as soon as the widows provide the department with the name of the bank, account number and the branch. Member is a lawyer and he knows that beneficiaries, as entered in the pension form, are paid in the same format they are entered in that form. He can give me the account details. One of the problems with the processing of pension is the fact that certain details have not even come from the line Ministries. So, by the time the Treasury is asked to pay, we find ourselves in a position where we do not even have those forms from the line Ministries. I think, sometime ago, the Pensions Department tried to release certain communication items that could help in the line Ministries.
