Mr. Speaker, Sir, I am very surprised by the remark made by Mr. Salat. In my previous capacity as the Assistant Minister for Co-operative Development and Marketing, I laid on the Table of this House the list of all the co-operative societies that were going to benefit. They cut across all the coffee growing areas of this country.

Mr. Speaker, Sir, I beg to reply. (a) The NSSF sold its shareholding in KPLC in order to lock in profit and re-balance its portfolio, so as to reduce risks. The shares were sold through the Nairobi Stock Exchange (NSE). Since the shares were sold as a block, they were advertised for sale and listed on the Exchange Board for five days, so as to allow potential investors, both local and foreign, to bid for the block and, thereby, enable the Fund to get the best price for its shares. Mr. Deputy Speaker, Sir, I beg to move that the Motion on Supplementary Estimates for 2005/2006 (Recurrent Expenditure) be amended as follows:- By deleting the full-stop at the end thereof, and adding thereto the following: "Subject to re-allocating from Vote R29 - The National Assembly - the following from Head 881, Item 210100, Kshs157 million; Item 2, Kshs86,407,898 and Item 3, Kshs82 million to Vote R7, Head 135 - Ministry of Finance."

Mr. Deputy Speaker, Sir, the purpose of this amendment is to take back the money that was being paid to Ministers and Assistant Ministers from the National Assembly to the Ministries. We are proposing that it goes back to the Ministry of Finance, which could then appropriate to the respective Ministries. There has been questions as to the manner in which that was done. Hon. Members can take this opportunity to pass this amendment, so that we can regularise what was done. I will ask Dr. Kituyi to second the amendment.
