Since 2013 after the election, we know very well that this House had voted for a lot of money to go to the counties. I believe we had a problem of reducing the budget, from what we had proposed, of about Kshs238 billion to Kshs210 billion. The Bill tries as much possible to make sure that it is in line with our new Constitution where we have the devolved governments and procurement becomes very important. This country is suffering from insecurity and corruption. Corruption starts at the procurement stage. The Bill has tried as much as possible to address how corruption can be fought.
