During the contribution of the Senate Minority Leader, he alleged that the Ministry of Devolution and Planning is being used to siphon funds for politics and other things. The Senate Majority Leader stood on an intervention and requested him to substantiate with documents or apologize if he cannot substantiate. Let us just respect the issue of substantiation and also apologizing. If the Senate Minority Leader knew very well that he could not substantiate, that one was ruled by the person who had raised the intervention.
