Mr. Temporary Deputy Speaker, Sir, first of all, this Assistant Minister owes me an apology because, while talking about this Question last time, I told him that the Nyeri Town Constituency Land Tribunal members had not been paid their sitting allowances. He told this House that, that Question was neither here nor there. Is the Question now here? My District Land Tribunal has not been paid a total of Kshs165,000. Every time he speaks, he tells us: "I am going back to the Treasury". How far is the Treasury from this House? We want an answer today! He is telling ...

Mr. Speaker, Sir, I am quite happy to see the Vice-President and Minister for Home Affairs answer the Question on behalf of an Assistant Minister and that is probably the July 4, 2007 PARLIAMENTARY DEBATES 2251 reason why Assistant Ministers are making noise saying that they have no work to do.

It was a misunderstanding, Mr. Speaker, Sir. I thank the Vice-President and Minister for Home Affairs for responding very well to this Question. Looking at the whole country, the Government is registering and upgrading secondary schools without recruiting teachers. Indeed, that defeats the purpose. In my constituency we have 22 secondary schools and only one head teacher. What is the logic of having schools without teachers although we are told they will be recruited? When will they be recruited because we are approaching the end of the year?

Thank you, Mr. Temporary Deputy Speaker, Sir. I am happy to hear the Minister confirm to the House what his Ministry has done. However, in Nyeri Town, we have one disbursing enterprise known us Kenya Entrepreneur Empowerment Organisation. This organisation is going round the whole constituency recruiting members who, eventually, will apply for loans. The organisation is collecting Kshs500 from individuals and yet it has not approved even a single loan application. What is the Minister doing to ensure that my people are not misused and that money is not taken from them without being given loans?

On a point of order, Mr. Temporary Deputy Speaker, Sir. I am happy to hear that the complainant should go to the police. Instead of being helped, he was locked up in a police cell. I wrote a letter, but his officers have not cared to reply to my letter. The man who went to complain why his loan application had not yet been processed was locked up at Nyeri Police Station!
