27 Jun 2012 in National Assembly:
I would advocate for fresh juice and fruits and then dinner, so that hon. Members can keep healthy. If you continue giving people tea here - mandazi and tea - I assure you that the rate of getting diabetes in this Parliament will increase.

26 Jun 2012 in National Assembly:
Madam Temporary Deputy Speaker, I thank you for giving me permission to talk on the Public Service Commission Bill, 2012, which my colleague, hon. Dalmas Otieno, has moved so ably, and which my sister, Prof. Margaret Kamar, has seconded.

26 Jun 2012 in National Assembly:
One thing that the Minister said, which is extremely important, and which should be underlined in the establishment of any Commission, is the idea that this Commission will serve for a non-renewable term of six years. The only other country that I know which practises this principle of one term is Mexico. Mexico practices this principle with regard to the election of the Mexican President. Madam Temporary Deputy Speaker, the Mexican President is elected for one term of six years. He chooses his team. So, he has six years to pursue and implement his policies and, therefore, he does not ...

21 Jun 2012 in National Assembly:
Mr. Speaker, Sir, may I crave the indulgence of the hon. Member for Lari and request that we answer this Question on Tuesday, next week. This is because we have not received all the information we need in the Ministry to answer this Question effectively as the hon. Member would require.

21 Jun 2012 in National Assembly:
Mr. Speaker, Sir, again, I must apologize, but this answer requires inter-Ministerial consultation, especially with the Ministry of State for Provincial Administration and Internal Security, and you know what that Ministry has been going through. So, I request again that we answer this Question on Tuesday, next week.

21 Jun 2012 in National Assembly:
Mr. Chairman, Sir, like my friend, hon. Wetangula, I would like to plead with my colleagues here to really support hon. Abdikadir’s point. He is trying to implement the constitutional provision saying “other media” and he is making it much more precisive to mean all broadcasting media. This is because broadcasting media are the ones that are listened to by a majority of the people because they reach many more people. Indeed, when fairness is to be felt; fairness will be felt with regard to the listeners. Now, we know that in this country that State radio and television alone ...

21 Jun 2012 in National Assembly:
Mr. Chairman, Sir, let me say that I am the happiest man this morning because when this amendment was passed yesterday, I was very worried. I was worried because, county assembly representatives are going to interview people of very high calibre who are going to work in the counties, if indeed our counties are going to perform. Therefore, it is important that we maintain the threshold of education that is in the Constitution. Secondly, with regard to ourselves, I did say yesterday that we should not, really, legislate in our favour. Doing so would be very selfish. Today, by re-committing ...

21 Jun 2012 in National Assembly:
Mr. Deputy Speaker, Sir, I was beginning to think that I am invisible, but I can now put that to rest. I share the concerns of my friends who are on the other side about following the Constitution. That is for sure. However, we are on a learning curve from 2010. This Constitution is going to be with us for 40 or 50 years or many more years. I think the Minister has given his undertaking, just as we have done. We are passing the Vote on Accounts so that subsequently next year the Minister can work closely with the ...

21 Jun 2012 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Is it in order for lawyers to subject us to this feudal title that has no relevance to our culture?
