  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, for the Marakwet people, I have a very big heart. I am very ready to do my best to respond to their concerns, especially in the area of medical services. The hon. Member knows that he and I have been to Kapsowar. We have looked at this issue and have made budgetary requests to the Ministry of Finance. As you will realize from the Budget Speech and from the Estimates that you will soon receive, the Ministry of Finance has not responded positively to our entreaties. I am quite prepared to go an extra mile to request ... view
  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, I have already given a history of the requests that the Ministry has made to the Ministry of Finance regarding this particular hospital. The last request, which is still pending in the Ministry of Finance, was the request for funding vide letter dated 2nd March, 2006, Ref.MOH/MRT/GEN26/Vol.1/68. That letter came from the Medical Superintendent of Chebimit District Hospital and it was immediately included in the Mid-Term Expenditure Framework, which the Ministry of Finance has to this very day. So, it is not as if the Ministry of Finance does not have facts in its files regarding this ... view
  • 17 Jun 2010 in National Assembly: have written to them. So, we have done our part. We cannot allocate ourselves resources. It is only the Ministry of Finance that can give us those resources. view
  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, you will realize that every constituency and hospital require services. When we get a request from the Member for Kamkunji for a hospital in his constituency which lacks some equipment, he would not be happy if we tell him that we are diverting that equipment to another place which equally lacks it. So, we have priorities of where this equipment is needed most. However, I wish we could have enough money to respond to every need. Indeed, I have stated in this House before that were we to have every sub-district, district and referral facilities up to ... view
  • 17 Jun 2010 in National Assembly: Mr. Speaker, Sir, my promise is still holding. The only thing that we require is the District Development Committee in his constituency (DDC) to discuss the issue and pass it, and send us the minutes of that DDC meeting indicating that, that particular hospital has been prioritised by the DDC to be a sub-district hospital, and we shall act accordingly. view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. view
  • 7 Apr 2010 in National Assembly: (a) I am aware that my Ministry has not deployed a medical officer in Marsabit North District. (b) Staffing norms for health service delivery permit deployment of medical officers in hospitals only. A medical officer will therefore be posted to Marsabit North when the district acquires a hospital status. However, our sister Ministry of Public Health and Sanitation has planned to post a district medical officer to Marsabit North this year to oversee the management of health centres and dispensaries as well as implementation of primary healthcare activities. view
  • 1 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this amendment which reads:- THAT pursuant to the provisions of section 33(4) of the Constitution of Kenya Review Act, 2008, this House approves the Draft Constitution submitted by the Committee of Experts and laid on the table of the House on Tuesday, 2nd March, 2010 subject to the insertion of the following new paragraph in clause (2) of Article 248- “(k) the National Health Service Commission” This was meant to be one of the Commissions and independent offices in Chapter 12 of this Draft Constitution in line with the importance of the medical profession and ... view
  • 1 Apr 2010 in National Assembly: Mr. Speaker, Sir, I wish to move an amendment to add a New Article 238A which will give functions to a National Health Services Commission. In my earlier contribution, I said that it is extremely important for the good governance of this nation since health is a basic need for all Kenyans. However, realising that within this Constitutional provision, this may not be possible, I will subsequently, proceed to draft a Bill for an Act of Parliament to establish a National Health Services Commission and my parliamentary counsel, Mr. Orengo, will obviously come in handy in helping my Ministry draft ... view
  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I stand to support the Procedural Motion. We live at a very momentous time when this august House has the opportunity to debate a new Constitution for the Republic of Kenya. Members of this House have seen it fit to propose several amendments to the Draft Constitution. The debating of these amendments in this august House itself is a historic moment. The going on record as to why Members of Parliament proposed these amendments is also important for the history of this nation. Mr. Deputy Speaker, Sir, this is just half-a-day in our life time, but ... view
