  • 10 Sep 2009 in National Assembly: Mr. Speaker, Sir, I would like to assure the hon. Member that all pending bills in the Ministry, especially in the district hospitals are currently being addressed. The district hospitals need to combine forces with the Ministry to use some of the cost-sharing resources that they have to deal with this issue. This is because some of the pending bills like those of food and consumables are payable from the cost-sharing kitty. view
  • 10 Sep 2009 in National Assembly: With regard to specialists, I am aware that there is a surgeon at the Marsabit District Hospital at the moment. There is also one gynecologist and three medical officers. A hospital as big as Marsabit should also have an Ear, Nose and Throat (ENT) specialist and a physician. I know it should have more than that at the moment, but basically, that should be the minimum requirement. The problem at the moment is that our universities do not produce as many specialists as we should have. For example, there are very few anesthetists being produced at the moment. We have ... view
  • 10 Sep 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I apologise to the gracious lady. However, since most opinions and ideas have been expressed about this issue, could I be in order to ask that the Mover be called upon to reply? view
  • 9 Sep 2009 in National Assembly: Mr. Speaker, Sir, I beg to reply. The Ministry has no immediate plans to provide an x-ray machine and an ambulance to Bahati District Hospital. This is because of budgetary constraints aggravated by the large number of facilities, similar to Bahati District Hospital, whose infrastructure needs to be upgraded. However, the Ministry is aware of the ongoing construction of a theatre with funding from the CDF and intends to equip the facility and make it operational once it is completed. To inform medium term interventions, the Ministry has just completed an infrastructure and staffing survey in all gazzetted hospitals. The ... view
  • 9 Sep 2009 in National Assembly: Mr. Speaker, Sir, if, indeed, the theatre has been constructed, we will definitely proceed to make arrangements to make sure that it is equipped. I would like to, kindly, request the Member of Parliament to come to my Ministry, so that we can have a discussion with the Director of Medical Services to ensure that the commitment by the Ministry is speedily executed. view
  • 9 Sep 2009 in National Assembly: Mr. Speaker, Sir, a district hospital such as Bahati, indeed, covers a big catchment area and under it fall certain health centres and dispensaries for which it should give service. Therefore an ambulance is a necessary facility that such a district hospital should have. Our constraint is purely in terms of resources, given the budgetary allocation that we were allocated this financial year. If, indeed, we can get even a donor or somebody from the private sector who can help us supply this ambulance to the hospital, we shall be more than ready to collaborate with them. But at the ... view
  • 9 Sep 2009 in National Assembly: with hon. Members so that I can avail to them this survey which we are analyzing, when it is completed, so that all of us can, indeed, share the tremendous gaps that exist in our hospitals, in terms of such services, like ambulatory services. view
  • 9 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, hon. Joho has taken a worthy step which most hon. Members, who are males should follow. Mr. Deputy Speaker, Sir, I beg to reply. view
  • 9 Sep 2009 in National Assembly: (a) Mwanakhamisi Kombo was brought to the casualty section of the Coast General Hospital on 17th January, 2009 at 11.00 pm. She looked very sickly and pale on arrival. She also had a severe chest pain, hence a diagnosis of pneumonia and anemia was made. The clinical officer on duty unsuccessfully attempted to remove a blood sample and thereafter sought the assistance of the doctor on duty where a rubber glove tonic kit was tied on the patient’s upper left limb. While the patient was admitted at the female ward, it was observed that the limb was slightly swollen and ... view
  • 9 Sep 2009 in National Assembly: (b) Following the incident, the Ministry, in conjunction with the Kenya Medical Practitioners and Dentists Board, sent an investigative team of senior doctors in the hospital. The team interviewed all hospital staff involved in the management of the patient at the casualty and observed that the patient required specialized treatment and management. They directed the doctor to be retrained at the Kenyatta National Hospital view
