  • 4 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to impute improper motives on our side? Which gallery were we playing to? view
  • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is a very important expression, that we--- Is he in order? Could he withdraw and apologise? view
  • 4 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order, really, for the Members of the Front Bench on the other side, to systematically continue to be uncivil in this House? For example, that hon. "Private Eye" has said that--- view
  • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my point of order is as follows: Is it in order--- view

Mr. Temporary Deputy Chairman, Sir, it seems to me that there is a tension in these tax proposals between an expansionist economy and a shyness from supporting domestic production of factor inputs. We want to expand the economy, but we are very shy to support domestic production of factor inputs. view
  • 28 Jun 2007 in National Assembly: This is the basic tension here. Therefore, the Minister's taxation proposals are contradictory. Granted that the Economic Recovery Strategy (ERS) has largely succeeded minus certain very important measures which were not taken; which I do not want to go into now, for obvious reason- -- But then, if the ERS has succeeded and we want to go beyond it, we must be as brave as NehruMahalanobis and get into a great leap forward. We cannot get into a great leap forward without being brave about supporting domestic production of factor inputs. Mr. Temporary Deputy Chairman, Sir, we will not support ... view
  • 27 Jun 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to contribute to the Committee of Ways and Means, and to make a few points, mainly regarding Government revenue and Government expenditure. Mr. Temporary Deputy Speaker, Sir, one of the sources of Government revenue is, of course, taxation. We know in this country that when the Minister reads his Budget, he will talk about Income Tax, or the various sources of taxes such as Excise Duty and so on. We know that the port of Mombasa is, perhaps, the biggest source of revenue for the Government, or ought to be the biggest source ... view
