If I could read from The Standard Newspaper of 30th October, 2006, where the Minister for Education says that: "We support the Vice-Chancellors' move of dismissing lecturers. There are so many unemployed qualified Kenyans willing to work." I do not think that this is a good posture for negotiation because a strike is an acceptable democratic weapon for workers when they are negotiating. Over the last two terms, head teachers, especially of primary schools, have said that they have not received the money. Therefore, they are at a loss to get money to support certain programmes in the schools.
