  • 30 Sep 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I notice that we have some guests or students seated in the Public Gallery which is opposite me. Would it be in order for me to ask you to introduce them to us? view
  • 30 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I actually want to help the House. Yesterday, I delivered a letter to the Serjeant-at-Arms from the Principal of Barkorua Girls Secondary School which is in my county. I informed them that the girls would be visiting the Senate today. Just before I came in here, I established with the orderlies that the moment they come, they should inform me. However, they did not inform me, but I can see that we have the guests over there. I just want it to be officially recognised that we have girls all the way from Kisumu who came ... view
  • 30 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, my apology is to the Senate because yesterday I delivered a letter of the students from Kisumu County and I think the uniforms could deceive because they are very similar and the Serjeant-At-Arms advised me that as soon as they come in, they will let me know. This is what is called tremendous coincidence; that as I was expecting the students from my county, good Samaritans from another school arrived. We welcome them to the Senate. However, I hope that the students from my county are not too late to come to the Senate today as ... view
  • 29 Sep 2015 in Senate: Mr. Deputy Speaker, Sir, Article 83(3) of the Constitution of the Republic of Kenya reads as follows:- “Administrative arrangements for the registration of voters and the conduct of elections shall be designed to facilitate, and shall not deny, an eligible citizen the right to vote or stand for election.” At the moment, the system of giving people identification cards is there to deny Kenyans the right to be voters because the encumbrances that are put, particularly for women, are abominable. I just came from my county and women are being denied the right to have identification cards because they have ... view

  • 29 Sep 2015 in Senate: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion. view
  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, like my colleagues, I would like to congratulate Sen. Mutula Kilonzo Jnr. for bringing this Motion to the Floor of the House and my dear friend, Sen. Sang, for ably seconding it. Mr. Temporary Speaker, Sir, you do remember that as part of the National Accord that brought this country peace after the PEV and the bungled election, was the idea of having truth and reconciliation. We did establish the Truth, Justice and Reconciliation Commission (TJRC) under the chairmanship of Amb. (Dr.) Bethwel Kiplangat. However, we have never really debated or adopted the report of that ... view
  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, that was far from my intention; to make my Temporary Speaker cry, but maybe he is crying for the beloved country. I remember during the late President Jomo Kenyatta’s--- view
  • 24 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I remember during the time that the late Mzee Jomo Kenyatta was the President of this country; an issue of national importance was raised referring to a place called Kedong. There was a ranch called Kedong Ranch. I remember one day the late Mzee Jomo Kenyatta went there. As usual, the traditional dancers; Nyakinyua women danced very well. As a present, they were given Kedong Ranch. Mr. Temporary Speaker, Sir, there are many such incidents in the history of this country. However, I am giving the Maasai as an example. They have been very generous to ... view
  • 17 Sep 2015 in Senate: Mr. Speaker, Sir, I want to raise a much wider issue, regarding what we are doing in the Committee on Finance, Commerce and Budget and the County Public Accounts and Investments Committee (CPAIC). The English saying that “seeing is believing” is very important. When we are doing oversight, we cannot just stick to reports from the Auditor-General as the only way of doing oversight. Quite often, issues are raised as to what extent what is reported on paper is true. I will give you an example; in many counties, there is a controversy over construction of roads. County governments claim ... view
