Mr. Deputy Speaker, Sir, I would like to second the Bill moved by my colleague, the Minister for Finance on the retirement benefits of the Deputy President and the Designated State Officers. Again, I would like to remind the House that when I first proposed the idea of giving retirement benefits to the President in 1998, there was an avalanche of opposition to the idea because people were focusing on the then President for reasons that were both sentimental and real. Mr. Temporary Deputy Speaker, Sir, I would like to second this Bill being proposed by my colleague, the Minister for Finance. The only thing I would like to say is that this is a very timely amendment given, as the Minister said, I remember I was a member of the Opposition when I proposed the Presidential Retirement Benefits Bill. I was really thrashed by the media, the Non-Governmental Organizations (NGO) and everybody else that it was extravagant and it should not be done. Mr. Temporary Deputy Speaker, Sir, I also rise to support this Motion and the proposal for Mr. Kimaiyo to be the Inspector-General of Police during the new dispensation under the new Constitution. When I saw the list of the people who were being considered for this position, the only person I knew reasonably well was Mr. Kimaiyo. One, we must understand that county governments will inherit all kinds of local authorities under them. You must understand that at the moment in my county, for example, there are about six districts, each one of which has had a local authority collecting revenue and expending it, owing assets and incuring liabilities. One of the things I want to comment my colleague for is for seeing technical and vocational training in what I call modern terms.
