That is okay, hon. Kaino; it is very clear! Proceed, hon. Muthama now! Again, to answer Minister Michuki, it is very clear in the present Constitution, Section 48, about taxation and all that. It is very clear. The Bill is not seeking any additional funding from the Government. Proceed, hon. Muthama!
