  • 3 Aug 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this Motion of Adjournment. From the outset, I wish to support it. I also wish my colleagues a nice break after very hard work during this part of the Session. Mr. Temporary Deputy Speaker, Sir, a number of Bills and Motions were passed. Among them was the Cotton Bill, which as we all know, affects more than half of the country which is marginal land. If implemented, it will lead to the creation of many jobs for our underprivileged people. I do appeal to the ... view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I ran the Kenya Bureau of Standards for many years. I want to support this Motion wholeheartedly. I am amazed at the amount of ignorance that the Government is trying to display here. The Kenya Bureau of Standards establishes the standards that govern the quality of the services and products that are traded in this country. It is not a law enforcement agency as such. It is very difficult for that institution to establish the law enforcement capacity. In the United Kingdom, they have the British Standards Institution which is the equivalent of the Kenya ... view
  • 19 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Administration and National Security the following Question by Private Notice. (a) Is the Minister aware that on 26th May, 2006, armed thugs attacked and seriously injured about 15 people at Namba Nyokal, in Gem East Location, Rangwe Division of Homa Bay District? (b) What steps has he taken to bring the culprits to book? (c) When will police posts be put up at Namba Nyokal and Onyege Market Centre in Kagan East to beef up security? view

  • 19 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for the reply to parts "a" and "b" of the Question. However, with regard to part "c" of the Question, there is no "Rangwe Police Post." This was approved to be built, but the land was just fenced off. It has been left lying idle for two and a half years. So, the answer by him that the two areas are being served by Rangwe Police Post officers is erroneous. Could he clarify quite clearly what he really means? Otherwise, I would invite him to visit the area and see for ... view
  • 19 Jul 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. This Question is very explosive because the security situation in the area is very serious. Could the Assistant Minister visit the area? I will take him there. There is no police station there. It is just a small fence and there is nobody there. So, people are just killing one another. They say that there is security. There is no security, and I can confirm that! view
  • 18 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to oppose this Vote for the Ministry of Roads and Public Works. I am very bitter, indeed, because I know how we are suffering and yet we are paying tax like anybody else in this country. If you look at the Development Expenditure for the districts starting with Murang'a, Nyandarua, Nyeri and all the way down, you will find that we are talking in terms of billions of shillings. If you look at allocations for other districts, you find that the figures are really a joke. For example, ... view
  • 18 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I am talking about very serious issues and I thank you for giving me a chance to be heard. HIV/AIDS prevalence in Suba District is the highest in the region and yet a mere Kshs3 million has been allocated for the construction of roads. Roads in this district are in a terrible state. Another Kshs3 million has been allocated for Rachuonyo District. If you read the Estimates carefully, you will find that a lot of money has been allocated to areas which are politically-correct. Mr. Temporary Deputy Speaker, Sir, this should be reviewed ... view

  • 13 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I want to join my colleagues in congratulating Dr. Ojiambo for bringing this Bill. In fact, she led our team for nearly three years, pleading for this Bill to be passed. Cotton is grown in almost half of poverty stricken areas in Kenya, and majority of our people live there. Therefore, this Bill is so important! It will reverse the trend of poverty in this country. Now that we have passed this Bill, Parliament has taken a crucial step to revive the cotton industry, which collapsed along time ago. I think that is ... view
