Racheal, a trained teacher surprised many when she defied the Wiper Democratic Party wave in her region to easily win the Kitui South parliamentary seat. Charity Ngilu has been her inspiration since she was in school. In her term of service she would like to push for improved standard of education, adequate water, food security and equitable distribution of CDF in Kitui South.

The National Assembly Committee rejected the Senate amendment to Clause 25. Their justification was that the technical classifications are in line with the Health Policy 2014/2030, which provides for technical classification as community, dispensaries, health centres, primary, referral facilities, secondary referral facilities and tertiary referral facilities. At the mediation, the Committee agreed with the National Assembly’s position to reinstate Clause 25. However, it also agreed that a new Clause 25 should be introduced to provide that the classification shall not affect health facilities already under the devolved system in the counties. In Clause 73 on mental health, the Senate Amendments were that the Bill be amended by deleting Clause 73. Their justification was that there is existing legal framework and as such there is no need to have it included in this Bill.
