Racheal, a trained teacher surprised many when she defied the Wiper Democratic Party wave in her region to easily win the Kitui South parliamentary seat. Charity Ngilu has been her inspiration since she was in school. In her term of service she would like to push for improved standard of education, adequate water, food security and equitable distribution of CDF in Kitui South.

I have been keenly listening to the Hon. Member who is very experienced in this House. I also had an opportunity to listen to Hon. Ichung’wah, Chairman of the Budget and Appropriations Committee, who was very eloquent as he made reference to several documents from the Treasury. Hon. Mbadi has said that it looks like Hon. Hon. Deputy Speaker, I second this important Procedural Motion. Work in this House happens in committees and a lot of time has been given to debate on reports of committees, with 60 minutes being given to the Mover. Most of the reports on petitions and bills brought here by chairpersons of committees are heavy. Therefore, allocating 30 minutes to the Mover to reply is quite adequate and shows that most business of this House happens in committees.

Thank you, Hon. Temporary Deputy Chairlady, I also rise to support this Standing Order. I recall that this Committee used to exist as a joint committee. There is pending work that is supposed to be done by the National Assembly. So, I commend the Committee for coming up with the National Cohesion and Equal Opportunity Committee, especially at this time when we really need it. Thank you.
