Racheal, a trained teacher surprised many when she defied the Wiper Democratic Party wave in her region to easily win the Kitui South parliamentary seat. Charity Ngilu has been her inspiration since she was in school. In her term of service she would like to push for improved standard of education, adequate water, food security and equitable distribution of CDF in Kitui South.

Members of the Committee, led by my deputy also attended the 68th World Health Assembly held in Geneva from 18th to 26th May 2015. The report has already been concluded and it is awaiting adoption. The fourth is the 8th International AIDS Society Conference on HIV Pathogens, Treatments and Prevention which took place from 19th to 22nd July 2015. The Report has already been concluded and we will be adopting it. The last one is the benchmarking visit to the People’s Republic of China on the Traditional Medical Practitioners Bill, 2014, that was made from 10th to 14th August, 2014. ...

Thank you, Hon. Temporary Deputy Chairlady. I would like to support the proposal by the Committee. Looking at the fact that matters of minerals have a lot of interest by various individuals and institutions, it is important to vest the powers to make a decision on a certain individual. It is important for the Cabinet Secretary to have the powers to make a decision on a certain individual. In my view, giving such powers to the Cabinet Secretary is something worthwhile.

THAT, Clause 20 of the Bill be amended by inserting the following new sub-clause immediately after sub-clause (4)- (5) A person whose land or property is damaged as a result of the exercise of the powers of the Director of Mines under subsection (1) is entitled to fair, prompt and full compensation for such damage in accordance with this Act.

This Bill also takes care of the fact that the judges are human and they are bound to make pronouncements that may bring about decisions that may cause liabilities. Clause 33 of the Bill provides for protection of the judges in cases where they may make utterances which may cause personal liability for the acts done or ordered by the judge. So, I feel that this is good because our judges also need to be protected.
