Could the Minister and his team which is consulting with on this issue come out clearly on the reasons why this particular by-pass has to go through the national park knowing very well that Nairobi County will be a county like any other and has the right to participate in any degazzettement or otherwise of the national park. Mr. Deputy Speaker, Sir, there are words which the Assistant Minister keeps using, “areas where there is doubt”. Can he clarify what he means by that? This is the kind of profiling that we do not appreciate in this House. Just to be clear, does he mean areas that are close to the borders?

Mr. Temporary Deputy Chairman, Sir, I want to oppose what Mrs. Odhiambo-Mabona has said because what we have passed - whether we are on the yes or no - shows that clearly this is a method probably to deal with a problem that this country has been unable to solve for many years, effects of which we continue to see today. Mr. Temporary Deputy Chairman, Sir, the hon. Member is raising an issue which is very sensitive in this country. If we want to go into such discussion, which we will gladly take part in, I would ask that you do not allow the country to be part of it; because it is an issue which is currently before court. I ask that, if you allow the kind of discussion he is introducing, you allow us to do so in-camera, so that we can ventilate on the issue of intelligence information having been used to accuse our own Kenyan nationals.

On a point of order, Madam Temporary Deputy Chairlady. I was rising on a point of order because of the comments from the Minister who says that any new people could be dangerous. I think it is only fair that whatever time it is, anybody who is coming in would be a person who is being employed and that person does not need to be viewed dangerously. That is because even, currently, those who are in practice can be viewed the same. So, if we want to go together as one country, let us give everybody a chance without even ...
