Madam Temporary Deputy Speaker, I want the Assistant Minister to be candid with us. We have been watching of late on the television a lot of expose about how compromised you are as a security agency of this country, how compromised policemen are and how this issue of drug trafficking has become a cartel that cannot be touched. Could the Assistant Minister be honest with us and be candid enough to tell us that after the report that he brought here implicating people in drugs, he was then compromised and, therefore, cannot continue to investigate these matters?

Mr. Speaker, Sir, the statement from the Prime Minister has clearly indicated that this decision of reinstatement of the Minister for Foreign Affairs was an issue that was consulted on widely among the two principals and it was on agreement. Could the Prime Minister, as the principal who is here since the other one is not here to speak on his own behalf, tell us how, as two principals, they will ensure that the issue of corruption is not muddled in political games and warfare in a way that is helping those who are forming alliances to do away with ...

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it really in order for a Motion that has been approved by the Speaker and passed by the House Business Committee (HBC) to be rubbished by an Executive that has been unable to do its work? They sit in the HBC! Is it in order to belittle the work of this House?

Mr. Temporary Deputy Speaker, Sir, this business has been going on for the last 45 minutes. Members have already contributed. You have seen the rush that has come in here because some people have sent text messages. Is it in order for something that has been passed by the HBC and the Speaker to be belittled by the Executive that has been unable to do its work?

Mr. Temporary Deputy Speaker, Sir, I would like to thank the Minister for allowing us to raise our concerns on this constitutional amendment Bill. I will address myself to only one issue, which the Minister is well aware of – the principle of two-thirds that women canvassed for. Clearly, the Minister knows that in our canvassing for this position, and our subsequent agreement to the constitutional amendment, we were never informed, as the womenfolk, that due to the two-thirds principle there would be an amendment of the election date and another amendment relating to boundaries. Mr. Deputy Speaker, Sir, the Assistant Minister has clearly said that this technology, when it was being used at the EPZ was harmful to the workers then. It was not until Marks and Spencers, Levies and H&M stopped their orders that the Kenyan Government then stopped using this system. Is he telling us that harmful practices of manufacturing anything in the industrial sector, whether clothes, paints, etcetera, are not serious issues for the Government until those people who are buying stop and say there are harmful practices; that is when we move into action?

On a point order, Mr. Deputy Speaker, Sir. Is the Assistant Minister telling us that when such a process is being used that he can ascertain whether it is harmful or not? We have all heard about toys that are made using dangerous chemicals. When children are playing with them, for example, they touch their mouth and chest with them, they develop complications. Is he in order to say those particles could not also be in the faded jeans?
