7 Sep 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I really want to thank the hon. Members of the Tenth Parliament for supporting very many issues that we, as women, have put a lot of passion on. However, this was probably the one that really was closest to our hearts. Mr. Temporary Deputy Speaker, Sir, behind this Bill is also two great women, our Chair and Vice-Chair of Kenya Women Parliamentary Association (KEWOPA). I think it is also important to note that without hon. Kilimo and hon. Noor, we would never have realized the impact of FGM in this country. But, of course, the ...

6 Sep 2011 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister has just admitted that he did not have an answer to this Question. Is he, therefore, in order to continue to pretend to answer a Question which he did not have an answer to? He is now saying that he is going to get the information. Is he in order?

6 Sep 2011 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. I think we need a more substantive explanation than that from the Deputy Leader of Government Business. This issue of errors being printed has been discussed by the CIOC. We even called the Government Printer whom we recommended clearly that he should not be holding that position any more. I think it will be unfair to just gloss over this issue the way the Deputy Leader of Government Business has done without telling us who made the mistake. Was the error from the Clerk’s Office or was it from the Government ...

6 Sep 2011 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. I am seeking further clarifications from the Assistant Minister. In his attempt to try and convince us that security matters are being taken care of very well, I would like to know whether he is aware that there is a lot of tension and harassment along the Kenya-Somalia border. There have been members of the Somalia Transitional Government army who have crossed over and have been terrorizing not only the residents of that area, but also the refugees who are in the Daadab Refugee Camp. Is the Assistant Minister telling us that security issues ...

6 Sep 2011 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I want to add my voice in supporting and congratulating the athletes of this country. My single contribution on this issue will be the issue of branding. We do know that there is an agency within Kenya that is called Brand Kenya. Every time we see our athletes going out of the country we see different forms of branding in terms of uniform. However, what always turns out and what has always made us unique is the Maasai dress. Therefore, I would be suggesting to the Government to consider that the official national ...

1 Sep 2011 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. This is the third time that Members are referring to the office of the Deputy Speaker. I believe that he chairs that Committee as the Chairman of the Liaison Committee as per the Standing Orders. Is it in order for them to keep referring to the office of the Deputy Speaker?

1 Sep 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I really want to thank the Minister for a very long Statement. But, unfortunately, the answer has not really addressed some of the core issues that I raised. My first clarification is on the first section of my request for the Ministerial Statement, which asked the Minister to confirm whether the decision to second staff to the counties was made by the Cabinet. The Circular that I am referring to was addressed to Permanent Secretaries without the knowledge of the various Ministers in some of these Ministries. That is why I would like to seek ...

1 Sep 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, Chair, if you can allow me to then read the answer that the Minister has given in relation to the question that I asked on the taskforce. He said:- “I am aware that the taskforce on devolved government is in the process of processing a draft Bill. I am however, not yet briefed of its contents.” So, if he is not briefed of its contents, on what basis are they working? If he is not briefed of the contents and they are not using the report of that taskforce to roll out, on what basis ...
