  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, the Question here is dealing, of course, with the issue of landlords. I would like the Assistant Minister to clarify whether he is aware that the slum upgrading project has been put on hold because landlords have gone to court and, therefore, held up billions of shillings and also inconvenienced hundreds of thousands of Kibera residents--- view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, if you allowed me finish, you would have seen that it is very connected to this Question, because I have read it. view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, this Question is touching on the landlords not getting rent. Is the Assistant Minister also aware that the same landlords have gone to court and stopped a slum upgrading project which would have now benefitted hundreds of thousands of residents of Kibera and Nairobi? That is because the slum upgrading project was meant to move people from the slums to better housing. Is the Ministry aware of that very important issue? view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I rise to oppose this Motion. I am opposing it because I said this in the Committee, which is an organ of this House. We voted 11 versus 11 and there was one abstention. I am the Member who abstained. As I was abstaining, I did not see the reason to vote for or against Tobiko, the proposed DPP. That is because I believed that until some issues were cleared, it was unfair to go any way. view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, when we put the issue of investigation in that Report, it was not for all the reasons that the hon. Members here are purporting. It was because we wanted to give the DPP a chance to do his job at the same level as Willy Mutunga and Nancy Baraza. So, I am opposing because what has been removed will, definitely--- It is the constitutional right of Kenyans. It is a right that Kenyans can still exercise. view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I have been out of this House and watching what is happening. The amendment to this Motion has not helped Mr. Tobiko, contrary to what many people are thinking. In fact, it will make him start working on a basis of a lot of doubt. That is because if you read our Report, it clearly gives more issues against Tobiko. view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, since we have introduced that amendment, I oppose this Motion. view
  • 2 Jun 2011 in National Assembly: Mr. Speaker, Sir, I really want to thank the Assistant Minister for treating this question very seriously as a thing that has lacked when it comes to issues of domestic violence within this Government and, sadly also, within this House. view
  • 2 Jun 2011 in National Assembly: Mr. Speaker, Sir, I have clearly said that the way the Government and even this House deals and treats the issue of domestic violence has been lacking. That is what I am saying. I can even substantiate if you want me to substantiate. I mean the House--- view
  • 2 Jun 2011 in National Assembly: Mr. Speaker, Sir, I just want to clarity from the Assistant Minister that because the police report clearly said that Mrs. Tess Iyi Wigwe was seriously harmed, what is the Government doing since she is still a state guest in terms of being a wife of a diplomat? What is the state doing about her injuries and even continued safety here, because I know by discussion with those who are looking into these issues that there have been threats for her to keep quiet and there were some form of intimidation? view
