Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

  • 17 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am very conversant with that project. That project should have actually started--- The implementation should have started in the Financial Year 2003/2004. It has been greatly delayed. The information that I have right now is that no work is going on right now. Therefore, the Minister is misleading the House that, that work will be completed by the date he has mentioned. view
  • 17 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Minister must appreciate the question from Mr. Ogur that this project has definitely been delayed. Could the Minister mention the name of the contractor and say when the project was supposed to be completed, and if it is delayed, like I know it is delayed, why they are not recalling the performance bonds which the contractors are supposed to supply to the Government? view
  • 17 Jul 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Minister for Finance to second the Vote, which has actually been prepared by his Ministry? view
  • 12 Jul 2007 in National Assembly: Mr. Speaker, Sir, I want to declare interest here because I was involved in the negotiations of this deal. view
  • 12 Jul 2007 in National Assembly: Mr. Speaker, Sir, the facts here are that we are given to lift at a lower rate than the market rate. But if you look at 2004/2005, 2005/2006 and 2006/2007, you can see that in 2006/2007, the commission is lower than in 2004/2005, yet the quantities which were lifted were higher than in 2004/2005. Also, the price of crude oil was also higher in 2006/2007, yet the commission is lower. So, the Assistant Minister should explain. Secondly, could he confirm or deny that he has offered the tenders to a company which was offering a lower price than the highest ... view
  • 12 Jul 2007 in National Assembly: Mr. Speaker, Sir, the point I have raised here is that I know for a fact that in 2006/2007, they lifted more crude oil than they lifted in 2004/2005, and the price of crude oil was also higher. How come that in this same year they got less commission than they got in 2004/2005? view
  • 11 Jul 2007 in National Assembly: Mr. Speaker, Sir, I actually pity the Minister. I am very conversant with this survey. This road was actually earmarked for reconstruction in the Financial Year 2004/2005. The reconstruction should have started in 2005. At that time, we had allocated Kshs50 million for the exercise. This is a 51-kilometre road. The Kshs80 million is peanuts. At a cost of Kshs20 million per kilometre, it will cost about Kshs1 billion to reconstruct the road. Why is the Government refusing to allocate sufficient funds for this road? Could the Minister deny or confirm that the money which had been earmarked initially for ... view
  • 11 Jul 2007 in National Assembly: Mr. Speaker, Sir, as you can see, the Assistant Minister has tabled a very comprehensive list here. The House has not had time to go through it now to be able to ask supplementary questions. Will I be in order to ask that this Question be deferred until we have had time to peruse the list? view
  • 11 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the hon. Member for Amagoro was very specific. He asked a very specific question to the Assistant Minister, that the authority is busy disconnecting water services in areas which are in Teso District, which would amount to discrimination. Could the Assistant Minister undertake to go and carry out investigations to establish if, in fact, it is true that there is discrimination against residents of the Teso part of Busia Town - which I know is contrary to the policy of this Government - instead of just coming up with generalities? Could he undertake to carry ... view
