Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

Is this Question really directed to the correct Ministry? The fact that the Ministry of Local Government is the parent Ministry means that it should be dealing with local authorities rather than the Ministry of Finance. view

Local authorities are under the Ministry of Local June 19, 2007 PARLIAMENTARY DEBATES 1859 Government. Although the Treasury audits all these other parastatals and authorities, eventually the responsibility lies with the parent Ministry. In this case, it is the Ministry of Local Government. view
  • 19 Jun 2007 in National Assembly: Mr. Speaker, Sir, I quite appreciate the point that the Assistant Minister is making. There is an Accounting Officer in every Ministry who ultimately accounts to the Controller and Auditor-General when the books are being audited, including those of the local authorities. The final Accounting Officer is not the Permanent Secretary, Treasury, but the Permanent Secretary in the Ministry of Local Government. While I appreciate that the Treasury has taken over the responsibility of the Ministry of Local Government because of, maybe, their incompetence, why should it take so long for these books of these local authorities to be audited? view

I am not really questioning the need for all the authorities to comply with the Public 1860 PARLIAMENTARY DEBATES June 19, 2007 Audit Act. That, in fact, has always been the case. What he needs to know is that there are city bypasses which have been designed, namely, the Southern bypass, the Eastern bypass, the Northern bypass and the link road. That is what he should be asking the Minister to fast-track, so that the congestion in the City can be eased. view
