Mr. Deputy Speaker, Sir, this is one of the biggest scandals of this Government. These people were, of course, operating in this country through the knowledge of this Government. The gentlemen were given certificates to show that they were Deputy Commissioners of Police. A lot of money was also spent on them. It is public knowledge that even though these guys were supposedly deported to Dubai, they have since come back to this country and they were seen in Mombasa. Mr. Temporary Deputy Speaker, Sir, we would also like to see the Government of Sudan respect and facilitate the full implementation of the Comprehensive Peace Agreement (CPA) that was signed between it and the Government of Southern Sudan. This Government has the responsibility to ensure that the Khartoum Government implements the CPA. Mr. Temporary Deputy Speaker, Sir, we have continued to scratch the surface of that very great potential. We have got comparative advantage in that particular industry. We keep on looking at what we call "sun and sand tourists", and those tourists who come to look at our wild animals in the country. We have not looked at the other potential that we have, such as cultural and eco-tourism. We have not tried to tap the potential that we have in those other areas. Mr. Deputy Speaker, Sir, this is the fifth year of the NARC Government in power. It is introducing this policy at injury time. Nothing much has been done for women for last four years. Could the Minister confirm or deny that the appointments that are being made right now, are being made in the very same skewed manner in which all the public appointments have been done since this Government came into power, and that every week the Kenya Gazette is full of women who are being appointed specifically from only one region of this country?
