Mr. Deputy Speaker, Sir, the Assistant Minister is saying that the contractor has resumed work. One would assume that by the time the contractor is resuming work, he has already submitted a revised work programme which has been approved by the Ministry. If he has done so, could the Assistant Minister be kind enough to inform the House when this project will likely be completed?

Mr. Deputy Speaker, Sir, day in, day out, we hear these kind of excuses in this House. The Front Bench represents the Government and there is what we call collective responsibility. Why should the House be treated to this kind of irresponsibility all the time? If the Minister is not there, the Government exists. I would like to invite your ruling on this matter to the effect that a Minister who is not able to answer Questions is censored by the House.

Mr. Deputy Speaker, Sir, the situation in police stations around the country is pathetic. Even where there are toilets, if you are arrested and put in the cell, they do not allow you to go out in the toilets. They usually put a bucket inside the cells and people relieve themselves in your presence. That happens all the time. The violation of human rights that goes on in police stations in this country is enormous. The law says that you are innocent until proved guilty through due process. On a point of order, Mr. Deputy Speaker, Sir. The Leader of Government Business is pleading for time for the Attorney-General, yet he is aware that it is because of him that the Attorney-General is not in this House. It is because of the fraud he committed in getting Members to the East African Legislative Assembly that the Attorney-General is not here!

Mr. Deputy Speaker, Sir, the Assistant Minister is not serious in answering the Question. If the design was done in 1991, what is being done now is design review, but not a new design. The Ministry has adequate internal capacity to design review without even having to tender. Could the Assistant Minister inform the House why there were no responses from so many consultants in the country to carry out a simple design review of this particular road? Can he give the reasons?

Mr. Temporary Deputy Speaker, Sir, this Question is not directed to the right Ministry. The Ministry of Finance is not responsible for the Government vehicles. That responsibility rests with the Ministry of Roads and Public Works. So, I wonder how the Minister for Finance is going to answer the Question.
