I addressed a rally in Lodwar Town itself. I was in his constituency after April. Therefore, the hon. Member needs to be more generous with the truth.

I am saying that every effort is being made by the Government within the means that the Government has. The World Food Programme (WFP) is complementary to our efforts. On the first question on the failure of the Executive arm of the Government to recruit staff for the CIC, according to Section 18 of the Commission for the Implementation of the Constitution Act (No.9 of 2010), hiring staff is a matter entirely at the discretion of the Commission. Mr. Speaker, Sir, the hon. Member is talking about the disquiet, correspondence and disagreement between the CIC and the Head of Public Service. I have already stated in my response the genuine concerns of the Government about levels of remuneration.
