Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

It was spread through the various Ministries’ Votes under the Economic Stimulus Programme, unlike last year when we initiated this programme, where it stood alone. A structure had been created to implement it. Various Ministries have received funds from the Treasury for items under their jurisdiction. Therefore, it is possible that the Ministry of Forestry and Wildlife is dealing with tree planting. In my view, sustainability implies that the project can roll on and on, on its own, or when it is funded by the Government consistently. The Government would like to see that this programme is continued. Owing to this, other agencies have expressed interest. I have said that in this financial year, there was no specific allocation of money for the Kazi Kwa Vijana Programme. If you look at the Printed Estimates, you will not see an item there headed “ Kazi kwa Vijana ”. For example, the Jua Kali sheds which are supposed to be constructed under the Ministry of Industrialization. There are markets, modern primary and secondary schools and health centres which are supposed to be constructed. So, all those items under the Economic Stimulus Programme where there is labour, the labour content falls under the Kazi Kwa Vijana Programme (KKV). view
