  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I stand to support the Bill. Areas which are usually hit by drought have been suffering for ages. People in those areas have been lacking food. I do remember three years ago, the Constituencies Development Fund (CDF) was used to buy food in those constituencies. We have been buying food during droughts. This is the time when the Government should improve things by developing irrigation schemes.   • 23 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, I do sympathize with hon. Kiilu on this subject matter. There are conflicts taking places along the rivers in his constituency. There are a few groups which have been licensed in the community and also those who are not licensed due to lack of technical knowhow. However, we are using the same Act No.8 of 1999, to put up regulations and guidelines on sand harvesting. But with the limited funds that we have, we have started it and it is going on very well, and hon. Kiilu should appreciate. We are doing everything possible to settle the position. view

Member knows very well. However, I admit that that is not severe enough. All the environmental committees in the constituencies are chaired by the District Commissioners and the Environmental Officers are the secretaries. Committees in these respective areas visit the areas that have problems and make decisions.
