I have encountered youths in Isiolo who were arrested for petty offences but, when they came out of those remands, they became hardcore criminals. I have those experiences. I want to share with the House the challenges the girl-child is going through. Only this morning, I dealt with a case of the rape of a 16-year-old girl by a very respectable member of the society in Isiolo. Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this emotive and important Motion. I would also like to join my colleagues in thanking Hon. Mutua for bringing this important Motion, which touches on the lives of Kenyans. I also take this opportunity, on my behalf and on behalf of the people of Isiolo, to send my condolences to the families who are affected by the unfortunate accident. I also stand here to emotionally contribute as a victim of a road accident.

If stories were to be told, everybody in this Parliament will have a story to share regarding a road accident. You may look at me and think that I am very okay, but I have joined the league of Hon. Dennitah because of an accident I was involved in on 10th March 2017. This was during the campaigns when a reckless driver hit my car from behind and my car rolled. It is very unfortunate that we talk about road accidents day in, day out, and year in, year out, without the Government giving it the importance it deserves. That leaves me wondering whether as a country we are serious about the lives of our people. Maybe because about 80 per cent of the accidents affect ordinary people, the Government is not seen to take it as an issue or an agenda. That pains my heart.

I was looking at the statistics this afternoon when Hon. Florence Mutua brought this Motion and I am shocked to report that as of 8th October, 2,345 persons have lost their lives this year compared to 2,162 the same time last year. That tells us that the number is constantly going up. I do not know what will happen now that we are approaching December. In my view, that number is unacceptable and it should not happen.

I am saddened that nobody, neither the President nor the Cabinet Secretary in the Ministry of Transport, Infrastructure, Housing and urban Development, has condemned it. Thank you, Hon. Speaker. What my colleagues have stated is the true position. The Hon. Temporary Deputy Chairlady called for a Division, but 99 per cent of the House had voted “No”. At that point, the Leader of the Majority Party started pushing people to go out and he locked some people in the toilet. So, we voted “No” and shall still vote “No”. It is dishonest when the media was put off and they sent a fake message out there that the Bill was passed. The Bill was not passed and we rejected the proposal.
