16 Dec 2015 in National Assembly:
I would like to end by saying that this Bill is very important and we should encourage our people to continue planting trees. The provision for agreements between private owners of forests and people who have land and want their forests to be managed is very important, as it will encourage people to have more forests in their respective areas. With those few remarks, I thank you, Hon. Temporary Deputy Speaker. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Thank you, Hon. Speaker for giving me this opportunity to contribute. I would also like to add my voice by supporting the Government Proceedings (Amendment) Bill. I want to take this opportunity to thank Senator Mutula for bringing this amendment. County governments are very vulnerable. They are new and may not know that they can be exposed to some litigation. It is important that counties and their properties are protected. This Bill is very timely. Some governments have inherited properties from the former county and municipal councils. In Makueni County, some properties have not been handed over to the county ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I also want to thank the Chairperson of the Departmental Committee on Education, Research and Technology for moving this very important amendment Bill. At the outset, I want to say that this Bill is very important. Once it is assented to by the President, there will be some celebration because some of the very important amendments are very key to our society, particularly the ones touching on the bright and needy students who fail to gain admission into schools that they have qualified for and end up joining day ...

At the outset, I would like to support the Motion by Hon. Victor Munyaka. This Motion is very important because we have many smaller arms that are handled by criminals. Those arms are landing in the hands of young people in our society. They are the ones who are terrorising people on the road blocks and roads. It is important that this Motion addresses the issue of tracking. If those issues are not addressed, our people will continue to be victimized by criminals. How can we guarantee the safety of our citizens if we cannot ensure that firearms are tracked ...

Thank you, Hon. Speaker for giving me this opportunity to contribute to this very important Bill. At the outset, I would like to say that this Bill is timely. It is meant to formalize alternative dispute resolution which has become very expensive. The small courts will be able to address issues that are prohibitive to access to justice for those who cannot afford the high cost of litigation. This Bill will also address issues of compensation where small issues can be resolved in those lower courts.

The introduction of adjudicators in those lower courts will create some kind of employment because the locals will be appointed to serve in the lower courts. They will be given preference. They will use the local language in those courts. I believe the locals will interpret the law very well and people will be served well.
