  • 3 Mar 2020 in National Assembly: What we are not noting is the simple use of English. We are getting mixed up with populism and the truth. The truth is that the place is under quarantine. Quarantine means nobody in that town can move from one street to another. It is not accessible by both land, air and sea. • 3 Mar 2020 in National Assembly: So, those people blaming the ambassador, the Government or asking parents to come and parade, on the national newspapers are wasting time. Ask the Kenyans who are in those cities to relax and keep quarantined. The Government says they are in touch with them and that should be enough if they are in a WhatsApp group. We should not tell untruths to the country as leaders that there is something the Kenya Government or the ambassador is unable to do when we know they will not be allowed to move anywhere. We in Kenya should be embarrassed that we asked ... view
  • 3 Mar 2020 in National Assembly: We need to ask our Government to ensure that those who have travelled to vulnerable areas such as Iran, Kuwait or Italy are put under supervised quarantine when they come here. It should not be voluntary. If you want it to be voluntary, you are inviting calamity to this country. We should also make sure that we are prepared when the time comes because it is about when and not if. I thank you, Hon. Speaker. view
  • 27 Feb 2020 in National Assembly: Hon. Speaker, I will be brief. I also happen to know the nominee, Mary Kimonye. The person we are describing is strong enough to handle the docket. It is only that we need to worry, as a nation, about the multiple circulars that come from the Treasury about the management of the Ministry of Public Service. If you check in many departments, public servants who have either retired or died have not been replaced for nearly 15 years. If you go to many of those departments, they have done interviews but there are circulars saying they freeze employment. So, we ... view
  • 26 Feb 2020 in National Assembly: The committee will also assess the company’s capabilities in terms of resources and personnel to traverse the 290 constituencies in order to give any information that they purport to give. Between now and that time, I ask for patience from Members, so that the Clerk can organise the necessary summonses as soon as possible or as soon as the House may direct. view
  • 19 Feb 2020 in National Assembly: I think, Hon. Temporary Deputy Speaker, there is a misunderstanding about the power of legislation. It is possible for parliamentarians to bring in even 200 or 300 separate Bills on anything they wish to capture. From the description of Hon. Mbadi… view
  • 19 Feb 2020 in National Assembly: What is out of order is that people are misunderstanding the purpose of a Bill. You will get your chance, Hon. Sankok. The debate we are having is negating the purpose of Parliament. That is what I mean. There is no problem even if we were to bring 300 or 400 pieces of legislation for different crops. There is no problem. This is Parliament. view
  • 18 Feb 2020 in National Assembly: Hon. Speaker, I beg to move the following Procedural Motion: THAT, pursuant to the provisions of Standing Order 97(4), this House orders that, each speech in a debate on the Report of the Budget and Appropriations Committee on Budget Estimates contemplated under Standing Orders 239 and 240 be limited as follows: (i) General Supply Debate: A maximum of three (3) sitting days with thirty (30) minutes for the Mover in moving and fifteen minutes (15) in replying; a maximum of ten (10) minutes for each of the Chairpersons of the Departmental Committees and a maximum of five (5) minutes for ... view
  • 18 Feb 2020 in National Assembly: except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of ten minutes (10) each; and that priority in speaking be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the respective Chairpersons of the Departmental Committees in the order that they appear in the Second Schedule to the Standing Orders; and, (ii) Committee of Supply: A maximum of six (6) sitting days for consideration of the proposed allocations to the respective Votes/Programmes in the order specified in the Schedule submitted by the ... view
  • 18 Feb 2020 in National Assembly: Hon. Speaker, Members are aware that we started this process during the Second Session. This, indeed, enabled Members time to consider the report of the Budget and Appropriations Committee on budget estimates in general supply debate and a committee of supply comprehensively. You will notice the issue raised by the Member for Suba North when we follow the normal traditions of the Commonwealth. We may have to just do a reminder as again raised by the Member for Kiminini. It is necessary that you do some periodic reminders to your panel about the issue of ranking. It may not sound ... view
