  • 4 Dec 2019 in National Assembly: No. Actually the expiry date for all those CDFC committees is tomorrow, not on the 8th. But I am saying that when we bring the memo, it will explain that you do not have to worry. view
  • 4 Dec 2019 in National Assembly: The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 4 Dec 2019 in National Assembly: I think Members are actually displaying their incompetence in dealing with their fund managers over that memo. Actually, it is addressed to the fund managers and Members should have access to it. So, it is wrong for them to believe it is I who is supposed to read for them. It is not meant for the House. I was just saying it is with your fund managers. You should have actually sought advice from them. But for the benefit of the House, it states that the committees that were gazette for two years, the last date for them to operate ... view
  • 4 Dec 2019 in National Assembly: Now, when you are making noise, you will not get what you are looking for. And if I do not finish, you will not be able to know out of the ignorance you are displaying. So, what I am saying is this: From tomorrow, you have up to five months to be able to regularise those CDF committees. In the meantime, there is no gap between the current committees and the time the others are gazetted. So, there is no single day when the fund managers will run anything single- handedly without you. Ask your fund managers to forward to ... view
  • 4 Dec 2019 in National Assembly: I think if Members would read the CDF Act, 2015 and learn to listen, there would be no need of being verbose. The Act is very clear. Until another committee is gazetted, there is no one hour gap and I have said that. So, there is no need for so many words and so many stories. view
  • 4 Dec 2019 in National Assembly: Hon. Speaker, I will. view

  • 16 Oct 2019 in National Assembly: Thank you, Hon. Speaker, for the opportunity to say a few words about this Bill. From the outset, I support it. We need to ask Kenyans to allow debate and reopening of what was passed in 2010. At the time the current Constitution was being passed, there was a lot of pressure from every corner and from everybody. I know many NGOs and international organisations, most of them anarchist, infiltrated our Constitution and things that were put there were like an experiment which is not even in those western countries. After we finish this one, it is wise to ask ... view
  • 16 Oct 2019 in National Assembly: There are no barriers created by legislation. So, legislation should not create avenues that are likely to be abused. I remember you were talking about Article 95 of the Constitution about representation of the people. When you are elected as a Member of a Constituency, you are representing everybody there. You represent the poverty if there is poverty. You represent the wealthy, the animals and the interests of all the people who are there. Hata panya ile iko huko na paka . We need to understand that when you are doing a constitution it is a document which should hold ... view
  • 2 Oct 2019 in National Assembly: Hon. Speaker, I want to comment on the Petition concerning youth employment vis-à-vis the long list of requirements and actually put it that it is not a problem for the youth to raise those documents. The documents that are listed include an identity card, a Certificate of Good Conduct, a Kenya Revenue Authority Tax Compliance Certificate and other things that identify who you are employing as an organisation. I wanted to mention that the petition that is before the House about youth employment should be before the Treasury. You notice that immediately we passed the Budget, a circular came from ... view
